The Law Commission has proposed a draft bill to declare khaps illegal on the lines the media was clamouring of late. The Commission wants to declare assembly of people to consider any case of marriage in their vicinity illegal. The language smacks of dark days for the people to assemble, consider and discuss. Perhaps the rulers are uneasy with the democratic rights of the people. The issue of khaps was agitating the people in the area that comprises western UP where Ajit Singh of the RLD is fighting the elections in collaboration with Congress after getting a berth in the central Cabinet for supporting the Congress.
